The People's Government of Hunan Province and the CITIC Group signed a strategic cooperation agreement in Changsha on the afternoon of November 21, 2024. Both sides agreed to thoroughly implement the spirit of the Third Plenary Session of the 20th CPC Central Committee to push forward full integration of sci-tech and financial industries.Shen Xiaoming, secretary of the CPC Hunan Provincial Committee, witnessed the signing of the agreement. Mao Weiming, deputy secretary of the CPC Hunan Provincial Committee and governor of Hunan Province, had a working meeting with Xi Guohua, Party secretary and president of the CITIC Group.

On November 21, the provincial government signed a strategic cooperation agreement with the CITIC Group. Shen Xiaoming, Mao Weiming, Xi Guohua, and Zhang Wenwu witnessed the signing of the agreement.

Governor Mao thanked the CITIC Group for its long-term concern and support for Hunan's development. He noted that over the years, CITIC Group has leveraged its coordination advantages to constantly enrich the financial service product chains. The group has delved deeply into Hunan's advantageous industries with a diversified business layout, which has become an important driver for promoting the high-quality development of Hunan. He expected the CITIC Group to take this signing as a new starting point, continuously increasing its investment and project arrangements in Hunan. The group may give full play to its advantages of resources, technologies, talents, channels, and financial licenses, to deepen its cooperation with Hunan in terms of financial support, industrial collaboration, and innovation coordination. Hunan will strive to create a market-oriented, law-based, and internationalized business environment, offering sound services and preferential conditions for the group's expansion in Hunan, he added.

According to the agreement, the CITIC Group will list Hunan Province as a key development and investment area, providing investment and financing support of not less than 500 billion yuan in the next five years. Both sides will carry out all-round cooperation in the fields of comprehensive financial services, industrial development, scientific and technological innovation, international cooperation, reform of state-owned enterprises, and brand reputation maintenance.

At the meeting, the People's Government of Changsha City and the CITIC Group; the Industry and Information Technology Department of Hunan Province and the CITIC Group Changsha Branch; and, the Industry and Information Technology Department of Hunan Province, the Department of Commerce of Hunan Province, and the Hunan Local Financial Supervision Administration respectively signed strategic cooperation agreements with foreign strategic shareholders of the CITIC Group, to advance the layout of relevant industries in Hunan.
