On December 31, 2024, Hunan Low-altitude Economic Development Group was officially inaugurated in Changsha. Zhang Yingchun, member of the Standing Committee of the CPC Hunan Provincial Committee and executive vice governor of Hunan Province, attended the inauguration ceremony and unveiled the plaque. Huang Boyun, academician of the Chinese Academy of Engineering, participated.

In order to implement the decisions and arrangements of the CPC Hunan Provincial Committee and the Hunan Provincial People's Government, Hunan Xingxiang Group took the lead and jointly established Hunan Provincial Low-altitude Economic Group with Hunan Airport Group, Hunan High-speed Group, Hunan Construction Investment Group and Hunan Sports Industry Group. With a registered capital of two billion CNY, the provincial low-altitude economic group will give full play to the first-mover advantage of Hunan as a national pilot for low-altitude airspace management reform and make good use of the reform results.

As the main platform for the implementation of the provincial low-altitude economic development strategy, Hunan Low-altitude Economic Group focuses on the cultivation and development of low-altitude economic industry, centers on investment and financing; low-altitude digital airspace network construction and operation and low-altitude industry service guarantee; and, low-altitude airspace and Beidou low-altitude comprehensive application. The group is committed to promoting the development of the low-altitude economic industry, providing service guarantee for the low-altitude industry, and advancing low-altitude infrastructure construction, in order to help Hunan build a leading low-altitude economic industry ecosystem in China. The group will strive to build itself into a first-class low-altitude economic group in China by 2030. Its investment in the low-altitude industry is expected to hit more than 5 billion CNY, driving the growth of market scale of the industry to more than 100 billion CNY.

At the ceremony, the Hunan Provincial Low-altitude Economic Industry Investment Fund with a total scale of 2 billion CNY was founded. Resources from national large funds, central enterprises, and industry, along with capital from inside and outside the province, will be integrated to extend and strengthen the industrial chain of the low-altitude economic industry in Hunan.
